Red Cross Accompanies Hamas in Recovery for Bodies of Captives in Gaza Strip

The International Committee of the Red Cross (ICRC) confirmed that its representatives joined members of Hamas into zones of the Gaza Strip still under Israeli military control to support the search for the remains of individuals held captive.

Truce Terms and Hostage Bodies Return

As part of the US-brokered ceasefire, which began on October 10, Hamas is obligated to hand over the remains of all Israeli hostages as soon as possible. In exchange, Israel has consented to hand over 15 Palestinian bodies for every Israeli body returned.

The organization has so far handed back the remains of fifteen of those held captive but zero in the last five days, as a portion of those bodies are thought to be in areas beyond the yellow line designating Gaza’s ceasefire.

ICRC Involvement as Neutral Intermediary

“Upon the appeal of the parties, the Red Cross joined a participant in the hostilities as the party looked for the bodies of the deceased past the military-established ‘yellow boundary’,” stated a spokesperson for the organization.

The spokesperson continued: “Those involved to the hostilities determined the modalities of the mission and entrusted the ICRC to serve as a impartial mediator. We was not involved in the discussions.”

The official further clarified: “Our team was not involved in the physical hunt for the deceased nor does it engage in the physical recovery of remains.”

International Humanitarian Law and Responsibilities

According to global legal norms, it is the duty of the sides engaged in a hostilities to search for, gather, and recover human remains.

American Demand and Regional Recovery Operations

On Saturday, the American leader delivered a 48-hour demand to the militant group. “Hamas is going to have to start handing over the bodies of the deceased hostages, which include American citizens, promptly, or the additional nations participating in this significant truce will intervene,” he posted on his social‑media platform.

As the two-day window approached, the group, joined by the Red Cross, joined teams from Egypt, who were authorised by Israel to look for remains past the line indicating the Israeli military’s pullback inside the territory. An official representative said the Egyptian team would use excavator machines and vehicles in the operation.

Official Confirmation and Media Coverage

The news was corroborated by an unnamed Israeli official, who told Hebrew-language media that members of the group had been permitted to access areas of Gaza under Israel Defense Forces (IDF) control to search for the bodies of hostages, together with Egypt’s and Red Cross teams.

“To achieve this goal, representatives were allowed to cross the designated boundary,” the official was quoted as stating.

Footage released by a regional network seemed to show members of a specialized group – part of the organization’s military wing responsible for guarding hostages – accompanying a Red Cross vehicle in a specific location near a southern city, which lies outside IDF jurisdiction.

Challenges in Locating Captive Bodies

Efforts to locate for the bodies of individuals taken captive has become one of the most delicate issues in the truce reached between the parties. However, the attempt to locate the remains has been challenging from the outset, given the existence of an estimated enormous amount of rubble across the territory, where, as per health officials, at least 10,000 Palestinians are recorded as unaccounted for, trapped under the rubble.

Conflicting Claims on Body Location

Hamas has claimed it does not know the precise whereabouts of all the bodies, saying it has been unable to communicate with several of its teams that had been holding the hostages and were reportedly killed during military strikes.

However, an official representative claimed that Hamas knew the whereabouts of the bodies. “If Hamas made more of an effort, they would be able to retrieve the bodies of our captives,” the spokesperson said.

US Stance and Disarmament Discussions

Although the US president has conceded that some of the bodies are hard to reach, he said that “the rest they can hand over immediately and, for unknown reasons, they are not.”

“This could be related to the surrender of weapons of the group,” he noted.

Washington has said it has received guarantees from the organization that the faction will disarm, though no specific schedule has been established. They remains hesitant to surrender its weapons without solid guarantees about the future of its fighters.
