UK and France Will Dispatch Military Personnel to the Country in the event that a Ceasefire Accord is Finalized

The London and Paris have inked a memorandum of understanding concerning the deployment of armed personnel in the nation should a peace agreement be concluded with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has stated.

After talks with Kyiv's partners in the French capital, he said that the two nations would "set up defense centers across Ukraine and build fortified installations for military hardware and military equipment" to deter any potential invasion.

The coalition members also proposed that the United States would take the lead in overseeing a truce.

Russia has on multiple occasions cautioned that any external forces in Ukraine would be considered a "legitimate target", but has so far not responded on this latest declaration.

Context and Continuing War

Russian President Vladimir Putin began a comprehensive attack of Ukraine in early 2022, and Russian forces currently occupies roughly 20% of the country's land.

"This is a vital part of our commitment to support Ukraine for the duration," commented the UK Prime Minister.

National leaders and top officials from the "Coalition of the Willing" were involved in the Paris negotiations.

He stated at a shared media briefing, he added: "It establishes the framework for the juridical structure under which allied and coalition forces could operate on Ukraine's territory, protecting Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the time to come."

The British leader added that the UK would participate in any Washington-directed monitoring of a potential ceasefire.

Defense Assurances and Diplomatic Positions

Lead US negotiator Steve Witkoff said that "durable defense assurances and strong reconstruction vows are vital to a permanent resolution" in Ukraine – alluding to a key condition made by Kyiv.

The negotiator said the allies had "largely finished" their work on finalizing such assurances "in order that the citizens of Ukraine know that when this hostilities ends, it ends for good."

Jared Kushner, US President Donald Trump's representative, also took part in the negotiations.

At the same time, French President Emmanuel Macron declared that Ukraine's supporters had made "major progress" at the negotiations.

He noted that "comprehensive" safety pledges for the Ukrainian government had been reached in the case of a possible truce.

President Volodymyr Zelensky commented that a "significant step forward" had been made in Paris, but added that he would only view efforts to be "enough" if they led to the cessation of the war.

Earlier, the Ukrainian leader suggested a peace agreement was "mostly finalized". Finalizing the outstanding 10% would "shape the fate of the agreement, the future of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the center of key disagreements for diplomats.
  • Moscow has often said that Ukrainian troops must pull back from the entirety of Ukraine's eastern Donbas region or Russia will take control, rejecting any compromise over how to finish the war.
  • Zelensky has thus far rejected ceding any land, but has suggested that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia follows suit.

Moscow currently holds approximately 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk region. The areas form the industrial region of Donbas.

The initial US-led 28-point framework that was circulated to the media last year was perceived by Kyiv and its European allies as being strongly biased in Moscow's favor.

This triggered a period of high-level negotiations – with the involved parties trying to revise the proposal.

The previous month, Kyiv presented the US an new proposal – as well as separate documents describing prospective defense assurances and plans for Ukraine's recovery, Zelensky stated.
